Abstract

The present communication technology will the short run, cause the society to re-examine its laws and basic freedoms. It will cause difficulties for governments and law enforcement agencies as the technology is adopted by forces that operate outside the law. The combination of high-speed, widely distributed communications, powerful computer attached to the network available to anyone who can buy a personal computer, and powerful, free encryption software make for serious problems for law enforcement. The balance between rights and duties is very difficult for a free society.
