Abstract
Eimon Ueda (Tokyo University Law Department) was seconded to IIPS in 1993from the Ministry of Finance. Masato Hayashida (Tokyo University Law Department) was seconded to IIPS in 1992from The Mitsubishi Bank. Hisahiro Kanayama (Tokyo University Economics Department) also has an MBA from the University of Washington in Seattle. He was seconded to IIPS in 1992 from Nippon Steel Corporation. Masatoshi Inouchi (Tokyo University Economics Department) was seconded to IIPS in 1993 from the Economic Planning Agency. Their joint study maintains that Japan has a responsibility to further the economic development of its neighboring nations, and examines possible steps Japan can take to help these nations manage the various domestic and international difficulties they now face.
