note = "Funding Information: international organizations may by themselves conduct MSR, yet the existing projects are merely conducted under their auspices.53 in this connection, it is important to remember that article 247 provides for a special regime for the consent requirement for MSR projects in the EEZ or on the continental shelf undertaken by or under the auspices of international organizations.54 The intergovernmental Oceanographic Commission (iOC) was established as a body with functional autonomy within the United nations Educational, Scientific and Cultural Organization (UnESCO).55 Whereas the iOC is not a regulatory body comparable to the international Maritime Organization (iMO) or the iSA, one of the functions of the iOC is to “respond, as a competent international organization, to the requirements deriving from the [LOS Convention], the United nations Conference on Environment and Development (UnCED), and other international instruments relevant to [MSR], related services and capacity-building”.56 in fact, the iOC Assembly has adopted a procedure to be applied to an MSR project which the iOC wants to carry out in accordance with article 247 of the LOS Convention.57 The iOC has been cooperating with other science bodies such as iCES and PiCES as well as related Un agencies such as the World Meteorological Organization (WMO), UnEP, the iMO, the food and Agriculture Organization of the United nations and the international Atomic Energy Agency.58 Currently, its involvement in MSR in the Arctic is limited. it has published research on the need for an ocean observing system for the Arctic.59 The Joint Technical Commission for Oceanography and Marine Meteorology ( JCOMM) of the WMO and",
