Comparison with human casualties, damaged housings and municipalities supported by Disaster Relief Act (DRA) suggested that the method proposed by Kohiyama et al, is likely to detect not only severe impact such as deaths and collapsed housings but also relatively moderate impact such as wounded and moderately damaged housings. Moreover, comparison between collapsed housings and with electricity blackout suggests the cause of the significant reduction in light intensity was not solely dependent on physical electricity disruption. These two results support a proposition that there was stagnation of human activity due to the earthquake disaster over the large area.
