This chapter establishes a framework for the consideration of information and communication technology (ICT) security issues as they affect the development of future European Union-United States ICT-orientated research collaborations, specifically in the technological domains associated with 5G networks, Big Data, and Internet of Things/cyber-physical systems. It addresses underlying issues associated with technologies used to provide future services as well as international policy issues affecting our ability to control security. The chapter focuses on security of ICT rather than the potential contribution of ICT to physical security. National and regional differences in policy and international legal and regulatory issues stand in the way of ensuring Pareto Optimal cybersecurity, appropriate risk distribution and efficient liability. To frame a useful discussion around policy coordination and collaborative policy-driven research and innovation, it is useful to distinguish: personal security, commercial security, and societal, critical infrastructure, and essential public service security.
